10 hour Spanish Speaker preferred PURPOSE :
To perform complex, and responsible clerical and accounting work at the sub-professional level involving the application of bookkeeping practices and principles in connection with the maintenance of financial, accounting, or statistical records.
EXAMPLES OF WORK :
Performs any one or combination of the following illustrative duties :
Posts claims to proper funds, appropriations, activities and objects, maintains journals and ledgers.
Monthly close and balances cash disbursements, consisting of statement of funds, statements of revenues, statement of expenditures and appropriations.
Answers inquiries regarding the policies, procedures, laws and regulations governing the issuance of licenses and permits and the assessment and collection of utility bills; receives and receipts cash for numerous types of licenses , permits and taxes.
Computes monthly and semi-monthly payrolls for all City employees by verifying time cards and posting to payroll sheets, verifying that all over time is included in payrolls, balancing all deductions against totals, processing for Bank payroll division and breaking down and distributing to various cost classifications the payroll.
Prepares quarterly social security reports, quarterly withholding tax reports, maintains unemployment insurance reports, retirement report, personnel payroll records and files on all employees and maintains record of vacation accumulations, sick-leave accumulations, merit increases, job title changes, range changes and probationary record.
Receives, receipts, balances and deposits cash for numerous types of licenses, permits and services.
Answers personal and telephone inquiries regarding municipal policies and regulations governing the insurance of permit, licenses or utility services.
May compose short letters of explanation on accounts.
Prepares all types of correspondence and reports on own initiative or form rough drafts.
Schedules appointments, greets visitors and coordinates scheduling of meetings and conferences.
Receives telephone calls, takes messages, and answers inquiries or routes to appropriate source.
Resolves routine questions or problems indecently.
Prepares special reports, charts, graphs and performs arithmetic calculations in compilation of statistical data.
Operates standard office equipment.
Compiles agenda for meetings, prepares and distributes transcripts of discussions at meeting, may prepare permanent minutes.
Performs related work as requested.
DESIRED QUALIFICATIONS :
Graduation from high school or its equivalent, supplemented by courses in bookkeeping and financial subjects.
Experience in bookkeeping include the processing of payroll, accounts payable, and accounts receivable.
Ability to apply bookkeeping principles in maintaining control records and preparing financial reports; ability to direct the flow of considerable volume of detail work and plan, lay out and review the work of subordinate employees; ability to prepare accurate and complete financial reports from accounting data; ability to make arithmetical computations quickly and accurately.
Ability to operate common office equipment, including those accounting and calculating machines for which significant previous training is not required; ability to understand and carry out general oral and written instructions; ability to establish and maintain effective working relationships with other employees.
